Why the FCC Gets a Say on Robots

The FCC's authority here comes down to radios, not robotics. Any device that contains embedded WiFi, Bluetooth, or cellular hardware falls under the commission's equipment authorisation process, the same jurisdiction it already uses to restrict foreign routers and drones.

Humanoid and quadruped robots rely on exactly that kind of wireless connectivity for core operation, and grid-connected inverters communicate constantly with manufacturer servers for monitoring and remote firmware updates. That dual-use connectivity, useful for legitimate operation and equally useful for remote manipulation, is what pulled both categories onto the same list.

The FCC has followed this same playbook before, using equipment authorisation rules rather than new legislation to restrict foreign-made routers and drones on similar grounds.

The Security Case

FCC Chairman Brendan Carr framed the action as an effort to secure America's critical supply chains, and the commission said the devices posed unacceptable risks to national security and to the safety of people in the United States. Some reporting has tied the decision to a more concrete data point.

Security researchers Andreas Makris and Kevin Finisterre disclosed a vulnerability in Unitree hardware in March 2025, later catalogued as CVE-2025-2894, which reportedly affects robots already deployed at MIT, Princeton, and Carnegie Mellon. That specific claim comes from a single outlet and has not been independently confirmed across other reporting, so treat it as one contested data point rather than settled fact.

Regardless of that individual case, the FCC's own fact sheet leans on the general risk that connected robots and inverters could be manipulated remotely or made to leak data back to their manufacturers, a concern that applies to the category as a whole rather than to any one company's hardware.

Representative John Moolenaar, who chairs the House Select Committee on the Chinese Communist Party, praised the ban and pushed Congress to pass his Guarding the US Against Adversarial Robotics Dominance Act, a bill introduced in June that would go further and ban imports of robots judged to be a national security threat rather than leaving the decision to equipment authorisation rules alone.

Not Retroactive, But Forward Looking

The ban does not touch robots or inverters already sold, owned, or authorised before 28 July. Retailers can keep selling existing FCC-approved models, and consumers who already own a Chinese-made robot dog or humanoid keep using it without disruption. What changes is the pipeline going forward. New device models seeking FCC authorisation after the ban cannot get it, which means next year's Unitree or Fourier release, not this year's, is what actually gets blocked.

The FCC also retains the power to revoke authorisation on already-cleared models later, and it has said it expects to exempt some non-Chinese suppliers from the restrictions entirely. That leaves a lot of the ban's real impact sitting in the future rather than in anything a buyer would notice immediately, which is part of why the early reaction from robotics companies has looked more like strategic repositioning than a scramble.

The Market China Dominates

The practical weight of this ban sits in the market share numbers. China controls an estimated eighty five per cent of the global humanoid robot market, according to Associated Press reporting.

Chinese humanoid platforms also tend to run forty to sixty per cent cheaper than American or European alternatives, a gap that matters enormously to robotics startups operating on thin margins and counting on that hardware to keep their unit economics viable. Robot dogs specifically have already found real deployment in security patrols, infrastructure inspection, and search and rescue work, so the ban lands on a category with existing commercial traction rather than a speculative future product line that has not yet found paying customers.

The Diplomatic Backdrop

China's Foreign Ministry, through spokesperson Mao Ning, said Beijing would take the measures necessary to protect Chinese companies affected by the ban. The Chinese embassy in Washington separately urged the US to listen to the business communities in both countries rather than what it called smearing Chinese companies.

The timing lines up with a planned visit by Chinese leader Xi Jinping to meet President Trump in September, and it follows Treasury Secretary Scott Bessent's recent threats of sanctions over allegations of Chinese IP theft in AI model development. None of this happens in isolation from the broader trade relationship.
