Today OpenAI did something that sounds simple and is anything but. It gave its most advanced biology model away for free, and only to the people it trusts.

OpenAI opens GPT-Rosalind to governments and developers through a new biodefense program

On May 29, OpenAI launched Rosalind Biodefense, a program that hands free, sponsored access to its life sciences AI model to vetted developers and a select group of government partners.

The company will cover the full cost for everyone it approves. The program runs on two tracks. One sponsors outside developers building tools for early detection, pathogen screening, and epidemiological modeling. The other opens the model itself to chosen U.S. federal agencies and allied partners running public health and biodefense work.

OpenAI says it briefed the White House and several agencies before going public, which tells you it sees this as policy, not just a product launch.

What the model actually does

The model at the center of this is GPT-Rosalind, which OpenAI released in April as a frontier reasoning model built for biology, drug discovery, and translational medicine. It is tuned for scientific work across chemistry, protein engineering, and genomics, and on the company's own internal tests it beats its general models, including the GPT-5 line, on chemistry and experiment design.

New drugs normally take ten to fifteen years to go from a target to approval in the United States, and OpenAI argues that small gains at the earliest research stages compound into faster, better science all the way down the line. Rosalind Biodefense points that same capability at threats instead of treatments.

Who gets it first

The launch partners are serious institutions, not trial customers. Lawrence Livermore National Laboratory will pair the model with its supercomputers to design medical countermeasures.

Johns Hopkins Applied Physics Laboratory is folding it into its own biosecurity work. And the Coalition for Epidemic Preparedness Innovations, the vaccine group known as CEPI, plans to use it on its goal of developing vaccines against new threats within a hundred days, including the current Ebola outbreak. Applications are open worldwide, and OpenAI says it will keep widening access over time.

The shape of the list matters as much as the names. It runs from a federal weapons lab to a defense research institution to a global vaccine body, which is the full span of how a country actually prepares for an outbreak.

The bet behind it

OpenAI calls the strategy defensive acceleration. The thinking is that frontier AI in biology is coming either way, so the safest path is to make sure the people defending public health get the strongest tools first and fastest.

Chief Strategy Officer Jason Kwon put an earlier version of this plainly when he said the best way to handle the risk is more technology, not less. The company wants the wider ecosystem to be more resilient, and it is betting that capable models in trusted hands beat waiting for a crisis to force everyone's hand. It is a confident position, and it only holds if the line between trusted and untrusted is drawn well.

The money that led here

This did not come out of nowhere. Over the past year OpenAI quietly backed two biosecurity startups. In October it joined a 30 million dollar round for Valthos, a New York company building real-time identification of biological threats.

Weeks later it led a 15 million dollar seed round for Red Queen Bio, a startup spun out of Helix Nano that works to keep biological defenses ahead of anyone trying to misuse AI. That is forty-five million dollars aimed at a narrow slice of the field, and Rosalind Biodefense is the public face of a plan that has been forming for a while.

The risk they are managing

There is an obvious tension here. OpenAI openly says advanced AI has major implications for biosecurity, including the creation of biological weapons, and it has spent the last year warning about exactly that.

It runs a Preparedness Framework to test whether its models cross dangerous biological thresholds, it hosted a biodefense summit in July 2025, and it works with government safety bodies in the U.S. and U.K., Los Alamos National Laboratory, and the Frontier Model Forum.

Handing out a powerful biology model, even to vetted partners, is a bet that careful gatekeeping is safer than locking the capability away while bad actors catch up on their own.

The politics

Timing matters. The launch came about a week after President Trump shelved an executive order, hours before he was set to sign it, that would have created a federal process to review the most powerful AI models before release.

With no national standard in place, OpenAI is now setting its own terms for who gets privileged access to a frontier bio model. The move also deepens a government footprint the company has built all year through defense pilots and lab deployments. A private company is quietly becoming a load-bearing part of national biodefense, and for now it wrote the rules itself.

The Bottom Line

Giving defenders better tools before the next outbreak is a smart and probably necessary idea, and the partners here are exactly the ones you would want holding this. But one company deciding who gets a frontier bio model, with no outside referee, is a lot of power in a single place.

The whole plan rests on OpenAI's vetting being as good as its marketing. We are about to find out.

This is the first big move built on the opposite idea, that the fastest way to stay safe is to arm the right hands first.
